Set oven to broil.
Place tomatoes, chiles, garlic, white onion, and green onions on pan and place under broiler.
When tops of vegetables are charred, flip and char the other side.
Remove vegetables as they become charred and place in blender.
Add cilantro, lime, stock, salt, and pepper to blender.
Blend to desired consistency.
If salsa is too thick, thin out by adding water, 1 tablespoon at a time.
Taste and add salt if needed.
